Tzach stands for צעירי אגודת חב"ד, it just happens to be that they are the organization that publishes the local directory.

The Tzach list is Crown Heights specific (though they did include international). Back home we had a directory of the Lubavitch community which was called "the Anash list"

דא"ח refers to Chassidus (as in תורת החסידות), and I have heard people refer to the directory as Anash (אנ"ש) list.
