You do both. Over a jacket/kapota is only when davening.

Bendel under the shirt over the woolen טלית קטן, gartel over a jacket/kapota when married.

Though I would assume the Zirkinds who wear their ט"ק over their shirts with a vest, might not use a bendel.

The primary function of the Bendel is to keep the טלית קטן spread out while wearing it. Secondary function to act as a gartel, tertiary function for carrying keys on Shabbos.
I've been waiting over 5 years with bated breath for someone to say that!

Yup. Rabbi Chaikin says the same halacha requires that your shirt be untucked as well.

Either a very old timer with no combination locks or a very up to date with only Ring/electric locks. :)
My Grandfather zl had his key on his belt, don't know of anyone else today.

That has a source in the Gemara already. When we discussed upthread why bocherim in Sanz put on tefillin chol hamoed I recall the Lubavitchers had a hard time understanding.

Nowadays (IINM since תשלו) תפילין דר"ת are started at the same time as Rashi tefillin.

Right but evidently there was/is a difference for Bocherim that not all chassidishe things applied to them.
