Never said anything about mitzvas tzitzes. It's still a no-no among Lubavitchers for the reasons stated above.

No. I haven't been talking about the mitzvah. Lubavitcher bochurim never wear a talis until married, period.
A Lubavitcher bochur would be wearing a hat and jacket for that purpose. But never a talis.

Where I grew up, some said if the majority of the shul were wearing taleisim, you should wear for an aliyah (not for davenning for the amud or other kibudim).

And when kovud hatzibbur (and self-respect) went out the window, along went jackets (and sometimes hats).
