Often for mincha and mariv ppl gather to make a minyan. But there is no guarantee there will be a minyan other than the kavua times.

Mincha 5 minutes before shkia. They were finishing the regularly scheduled mincha when I got there..

To clarify, I knew I would be getting there closer to shkia, after mincha is usually scheduled. I was hoping there would be more minyanim though. Someone actually tried to stay one but only 3 of us didn't daven yet. This is not a knock on the Ohel ch"v
