They are just מציין to what he says in הלכות סוכות that where it is very cold one is not required to sleep in the סוכה.

Where was the שלחן ערוך הרב written? Mainly I'd like to know when he says "במדינותינו" which country he is referring to.
What does the rama mean when he writes that?

Go see what Russia feels like in teves shvat and you'll understand why sukkos is not that bad

Either Krakow specifically or the Arbah Aratzos, or all Ashkanazic communities depending on the context.

Not the one I quoted. He’s explaining why HE made the decision to omit a מג״א who has a leniency for yom tov. Since it’s dependent on  קור גדול which he says isn’t applicable, he chose to omit it.

Nah. That halacha is conspicuously missing in the Shulchon Orech Harav.

מג״א bring down not to because מזל מאדים is שולט.

This raises the question that the Gemara in Shabbos (קכט) says that מאדים is only problematic when it’s שולט on an even hour. The first hour of ליל שבת (ie 6-7) is odd.
