Also, does it make a difference how much alcohol and what type one consumed on ה' טבת ה'תשמ"ז when determining if Tachnun should be said?

1. My recollection is approximately 11:20am.
2. I couldn't see what went on with the Chazan or the Rebbe, as I was davening Mincha laying on the floor of 770, unable to stand up straight after I taking a drop of Crown Royal, when I started the day with a nice serving from R' Meir Itkin a"h (v'Hamevin Yovin), followed by several servings of Smirnoff which felt like water after that first serving.
3. IINM in subsequent years they always made sure there's a chosson around so no questions asked.
