It applies to all bills where the Government cannot directly affect things. So for TCJA it does not apply to the first part as Tax Cuts are one of the few things that the government could control.

BBC: Argentina rate hiked to 69.5% as inflation hits 20-year high

vast majority of sales is the latest tech. In these sectors price is pretty stable.
