It doesn't work.

My point is that it's unfair to R voters who are against it. It isn't unfair to D voters because this is what they want as see as fair, equitable distribution of resources. Good for them but keep me out of it.
Once you leave the city you have a lot of D’s against it as well.

Perhaps this refers to those with ITINs.

Thats what I meant by Tax ID. IINM Cuomo tried to add that as a requirement, but had zero clout since his scandals. So they specifically stated you dont need and ITIN to receive

R voters? this is unfair to any tax payer. Including those with only a tax ID Sure. They cant have W2s , however they can have a 1099. However they arent requiring tax id numbers so i wonder how they can have a 1099? Will be interesting
and scrutinize their employer ?

According to the FAQ the eligibility requirements are:
Lived in New York State before March 27, 2020, and continue to live in New York State;
Are not eligible for and did not receive unemployment insurance or any other COVID-19 income relief or other specified benefits from the state or federal government;
Earned less than $26,208 in the 12 months prior to April 2021; and
Lost at least 50% of weekly work-related earnings or household income at any point in time between February 23, 2020 and April 1, 2021 due to total or partial unemployment, or inability or unavailability to work due to the COVID-19 pandemic or, became responsible for a majority of their household income due to death or disability of the head of household.

Am I eligible because my spouse who provides a majority of the income was disabled during this time due to the birth of a child?

If you're a citizen and could have qualified for UI/PUA, don't bother applying here.

Why not? If someone is a US citizen but was not eligible for UI because he had no reduction in income, And his spouse who brings in more then 50% of the household income was disabled due to childbirth and didn't have that income for any period of time, Isn't he eligible for this program?

Helped someone submit such an application, will try to report back the results.

I think that there are most probably some Kollel/Teacher families in this situation (Both earning but Spouse having a higher income, earning less then $26,208 and Spouse was disabled due to childbirth), however most of them I guess find out a way to get Unemployment benefits.
