In Israeli government there are people with power who don't have to answer to anyone. The main guy involved with granting ishurim, was shown an advertisement of someone offering to arrange an ishur for $10k. That ticked him off, and he halted the whole student visa process. I do not believe that there were more than a few willing to pay... But once Amnon decided, there is nothing anyone can do.

Israelis are not fond of people who publicly live in Israel permanently but aren’t willing to make aliyah.

One other development is that you can go in person to משרד האוכלוסין in Yersualayim (only)(Queen Shlomziyon St 1, Jerusalem, 9414601, Israel) and they will give you an ishur in person for entry of eligible individuals. Apparently the process is very quick, people are in and out in 20 minutes. From 8 to 10 you can come without appointment, after 10, by appointment only
Will this work now for a sibling? Can the permanent resident just walk in there and get an ishur for their sibling to come visit?

ETA: just clicked on the video and realized who you are talking about. It's a ביטערע רחמנות on the guy. I don't know what drives him to do what he does. But it's a big רחמנות on him that he acts in such a miserable way. His last name is the exact opposite of what he is, he's a captive of some craziness/misery that got into him.

Has anybody had any recent personal experience with this student permit issue?  I'm working with someone with a student visa who had been communicating with the local consulate via email and submitted the documentation, including proof of insurance and airline tickets, for receiving an entry permit. But since this Chaim v'Chessed report, the consulate has gone stone silent and is not responding at all.

His wife left him over this. He's a suicider and thinks he'll gain fame by becoming פריי.

Try with a different consulate

Maybe but not likely to work on a practical basis. Flight reservations are for Sunday and they were asking for two weeks to process (which we gave them when we sent the initial inquiry).  Just so strange that there is absolutely no response to repeat contact attempts.  That's why I am wondering if this "ban" is being enforced and we are wasting our time.
