One other development is that you can go in person to משרד האוכלוסין in Yersualayim (only)(Queen Shlomziyon St 1, Jerusalem, 9414601, Israel) and they will give you an ishur in person for entry of eligible individuals. Apparently the process is very quick, people are in and out in 20 minutes. From 8 to 10 you can come without appointment, after 10, by appointment only
Guess this caused a DD affect.
A friend went this morning to משרד האוכלוסין to apply for an ishur, and it was packed. They told everyone to leave their number and they will call them when it's their turn, which never happened. Not blaming them for that - too many people showed up and they had appointments booked already from 10 and on...

I haven't seen any rules saying that.
This isn't for a reentry request through the school. This is for the new procedure to get a permit from misread hapnim to leave and then reenter.

Part of why its difficult is bec you need an appoinment, and theres over a two week wait for appointments.

Saw this on a different forum:

I went to Har Choma today. I arrived at 6:55 so I was from the ten first people to enter. It is only worth going if you’re able to get there really early and wait until they open.
Bh I received permits.

This is only for students who are in Israel not US.
Correct. However, at this point the greatest impact by halting the Student visas are students currently in Israel who want to come home for a simcha and return. I imagine that at this point in the year/zman, almost everyone trying to come in the first place has already done so.
