Do people tend to rise from the dead to vote in drive throughs, before 1pm on Sundays, or after 9pm in the evening? How exactly do explain those restrictions other than trying to inhibit voting?
They rise from the dead at times that there is insufficient staffing for oversight or in a scenario where oversight is unrealistic.
So you can use the same logic to limit voting to a 10 minute period and insist you aren't suppressing voters
