To play Devil's advocate, if someone murders someone else with a fork, they would be charged with murder (if there was intent). That doesn't mean that every time someone stabs someone with a fork it's a use of deadly force.

A cop doing a PIT maneuver at 60 mph can be compared to aiming/shooting at a perps arms/legs from 30 feet away. Both don't necessarily kill the person but can very easily lead to death. And both are deadly uses of force with the user attempting to make it less deadly with crude, imprecise techniques that lead to uncontrollable results. Neither should be used unless the person poses harm to the public if unimpeded, and with full consideration of people nearby/passengers.

That's not the point. The point is that which charges would be brought isn't a rayah that it's deadly force.

I am going to guess no. Anyone can be fired on the spot even a USPS employee who has one of the strongest unions.
