There is intermittent cell service reception around Meron. Many people are safe but stranded as roads are closed. 30 kids are in a police holding facility in search of family members.

Exactly. It's says the Rebbe is not planning to come with a tzibbur, which means, A. He will likely come. B. There will likely develop a tzibbur "naturally" over there while he is there.

C. It also says that there are 2,000 people planning on being there regardless.

The rebbe may or may not come, nobody cares about that. It's the big Hadlakah that it was all about and that is being cancelled.

Entry to the mountain will be limited to mass transit, with a maximum of 20K attendees at once. The Boyaner Hadlaka will be the only one throughout the day.
No booths will be allowed in the entire area. Food distribution will only be near the parking lot, while drinks will continue to be available throughout Meron.
On Thursday night there will be a memorial and siyum Mishnayos for the 45 people tragically killed last year, with event open only for families.
A hotline to register for a permit will be set up in the coming days by calling 011-9723-509-8000. A website will also be set up.

was extra sad and triggering bec my brother was unreachable till about 11pm and we all thought the worst....
