There is intermittent cell service reception around Meron. Many people are safe but stranded as roads are closed. 30 kids are in a police holding facility in search of family members.

“The site needs to be handled differently. What is happening at the moment does not respect the place or human life. The state is obligated to take responsibility for it.”

The huge fear is that the State will act like a bull in a china shop.

The talk all across the public media is about expropriating Meron from the הקדשות (which themselves are in dispute). That is a wrong approach.

They have to work with the הקדשות and/or communities that currently run the event, assuring public safety. I am sure there can be cooperation, as long as it's not viewed as expropriation and/or coercion.
I've been waiting over 5 years with bated breath for someone to say that!

There is a clear distinction between Meron vs the כותל המערבי. Meron hasn't been expropriated for any state ceremonies, and it should stay that way. It has been under the control of הקדשות before the establishment of the state, and that shouldn't change. להבדיל the State doesn't interfere mostly with the Muslim Waqf, they shouldn't interfere here either. They could insist that things should be done safely, but expropriation would be almost tantamount to declaring another front in the war against Yiddishkeit.

I have no doubt in my mind, that even the four fighting factions over control, could unanimously agree to implement safety measures. The State can control the perimeter and say: if you guys do a decent job inside, we stay outside and allow access. If you can't make it safe inside (and we're willing to help and work with you, and acknowledge that we can't control the crowd size, but we could control the crowd flow we will just block off the perimeter to make in inaccessible).

I think we need to make a distinction with what you want to happen and will actually happen. The factions remaining in control and things go back to normal is nothing more than wishful thinking. That ship has sailed Thursday night.
