At ~22:00 Tel Aviv and other municipalities announced that they are opening bomb shelters.

To me it seemed that when Hamas threatened an attack at 18:00 they preformed, so it would be prudent to take their 21:00 threat at face value. Israel doesn't tell people to take shelter because of classic obstinate attitude of 'you won't tell me what to do'.

It's ironic that the attitude of 'it's beneath me to do something just because you said so' is similar in the zionist institutions and Chassidism circles.

Maybe, but they share a much larger delta from those who believe Jewish sovereignty of Israel as an end in itself that justifies sacrificing Jewish lives, and the people like Ben Gvir who believe that are behind a lot of otherwise pointless provocations.
