Yes. That is part of why it was such a crime that some decided to just take advantage of it to attack their political opponents and use to their benefit. This prevented it from getting dealt with properly by making it a partisan issue.
This applies equally to those framing this attack as having something to do with Biden's policies within the few months he has been in office.

It's cheaper not getting hacked. It's crazy how bad security practices are at most companies and how they cheap out on even basic things that tighten up security in a big way.

Most big improvements in security comes from small, cost effective changes that come along with a change in mindset.

There are some nice tools that cost a boatload of money but most breaches are because of sloppiness and a very lax attitude towards security, not because they didn't have the fanciest tool to automate logging and reporting.

All you need to find is the weakest link. Also, changing mindsets and processes in a large company is expensive.

Sure. It's true that being secure is much harder than being an attacker. But a huge part of being secure is a mindset and attitude.
