They aren't exclusive. They both had the power to prevent many deaths and they are both responsible for them.

The difference is who was reckless and who made a mistaken judgement call that many of his peers made the same way (you can apply that text to either one depending on your opinion).

Cuomo's decisions about nursing homes was hardly a judgement call, that's being too kind. Cuomo never listened to experts.

Hard to quantify. Trumps approach cost lives. I am sure their are many Governor's where their approach cost lives.
