YES, being dependent on a current ally is better than being dependent on a current enemy. Being dependent on either is still being dependent. Excluding either from the calculation is moving the goalpost.

The answer is pipeline capacity and refinery capacity for different types of crude.

Pipelines are mostly federal jurisdiction and refineries mostly state. Most fracking is state most drilling is federal.
