Is there a portal set up for this one? Filed 2020 but I have a kid born in 2021.
IRS expects to have it ready by July 1st.

Is there a new date for when the portal will be ready?

They're not offering that as of now. Not clear if they will later on, or if it will only be claimable on the 2021 tax return.

But will be returned if you don't qualify based on 2021
If you are getting money and don’t qualify, you need to opt out of it

Two different things.
This is automatic for all children under 18.

You may have to pay interest and penalty on that if at the end of the day you owe money for 2021.
