Want to downgrade reserve to be eligible, but still have travel credit charges pending. Does anyone know if downgrading before charges post will affect reserve travel credit?

I downgraded my CSP on the 23rd, went into a branch today to apply and their system would only allow me to apply for freedom cards.
Does that mean I am not eligible yet even though it's been 5 days or I can only apply online and it will work online?

Downgraded CSR on the 11th, CSP application went through on the 20th. Had to call in today to move around credit to get approved. I used @Dan link to apply for the card and I plan to call my local banker to request he waive the annual fee and issue the grocery credit after I receive the card.
