Immediate will be a rejection IME.
It's unclear exactly how long you need to wait, but there's no harm in applying as the system auto-rejects without a pull.

I'd try downgrading now, applying tomorrow, and let us know what happens

When you downgrade or close an account, it's still "pending" for a few days. You can call again to have them "expedite" the process.

When I closed my old Freedom Unlimited, and applied for the new one, it was rejected. (My old card was still on my chase.com account). I called them and they said that the closure is still pending. I then asked them if they can close it completely now. They said yes. When I checked my chase.com account it was gone.

CSR is a costly card for Chase and they regretted offering 100K for it in the past. They'd rather people get CSPs, hence the higher bonuses we've seen for it.

I want to downgrade to get this offer. I have travel booked on my CSR for oct. Will probably buy Travel insurance anyway for health insurance. Probably will not end up in lounges (short connection in JFK). Any other reason to keep the CSR open through travel in oct?
