If you read through the comments on the ms, Dan implies it does not count.
Meaning you would be eligible to reapply and get the bonus.

I downgraded last night and asked the rep how long it takes for process to be complete. He said up to 72 hours and I asked if there's any way to ascertain exactly when the change goes into effect. I was told that once I see it change to a freedom card in my online account, I should be good to go. My card was updated in my online account within 2 hours, so I am hoping he is correct about that as I was planning to apply today.

Anyone have any data points on this?
