I just downgraded my CSR and it literally changed to freedom in my online account as I was still talking to rep. Does that mean I can apply right away for CSP or still recommended to wait 2-3 days?

FYI you can use travel credit at gas stations and grocery stores.

I downgrades and applied after 2 days. Called recon and rep said it was denies because my downgrade disnt take affect yet. She said they did not pull my credit.. should i call recon again? Apply again?

Went to banker today (Friday) apparently not eligible to apply. They called credit card Dept and was told need to wait until it is reported to the credit agency. Must be minimum of 30 days or until the end of the following cycle (which can be more than 4 weeks if did the change mid cycle)

According to DoC comments, seems like bankers don't see the PC until 30 days later, so most bankers tell people to apply online and then contact the banker to get the fee waived when it hits. So you can use Dan's link and get the best of both worlds.
