I downgraded my card this past Motzei Shabbos and I was only able to apply yesterday. I guess 2 days became 4..

Downgraded Thursday and just applied. Got decision pending/need to review a little longer message. Does that mean I wasn’t automatically rejected because of CSR?

ETA phone message is 2 weeks. Assuming that means app was not auto rejected because of CSR.

App Status line saying 2 weeks and recon line saying 7-10 days?? Which is more accurate?

I downgraded yesterday from the csp to freedom flex, right away my account is showing that the card was switched over to the new card and I'm seeing in my account the freedom flex has active does that mean I can apply for the Sapphire now?

No. Wait 4-5 days from downgrade or you'll be rejected.
