They can still use the same method to bill who ever they want as long as the logic is the same

My kids camp (KGH) sent out an email earlier in the week that they were approved. Today they sent another saying the approval was rescinded, and they called other local camps only to find they're all in the same boat.

The Office of Children and Family Services has been honored to administer the Essential Worker Scholarship grant opportunity to support the brave working families who've served throughout the pandemic. On one hand, the school makes a contract with the parent how much tuition they need to pay, so this money should be counted dollor-for-dollor;
on the other hand, the administration feels that all Grant and scholarship money should first go towards the part of tuition that the parent doesn't usually pay.
Thoughts?
