Possibly because they're scared that if they move the wrong piece without proper planning or equipment, they can do more damage than good. IIUC, there are pockets that collapsed but didn't flatten completely (i.e. a condo with a 10 foot ceiling now has a few feet of space between its ceiling and floor). The hope is that survivors in those spaces can be evacuated safely if it is done correctly.

As far as rumors go, someone said sinkhole based on some police report earlier, l haven't seen that anywhere real though.

And one person said they were going to redo the roof and had just put equipment up there for the job. Building was about to undergo 40 year recertification. When I lived in a building like this they would drill into the concrete to see how bad the erosion was from the salt water over the years and reinforce the building based on that, so erosion definitely could happen with these buildings.
