Regardless of what the official terminology is, they are well past the point where proceeding slower with more caution is more valuable the time it would cost.

I'm sure it makes a difference to the families and i believe it has to do with the fact that there is no longer a danger of another building coming down on anyone vs time

i don't know how much of a choice they had
they couldn't leave there and continue work at that pace for to much longer
and lets not forget that fact that there was a storm coming at them
