Of course it is more nuanced than that, but the windows model is to evolve and not to rebuild. There may be only a few bits of DOS left but that is because they all evolved away.

Some version changes were much more significant w/r/t architectural changes than others, e.g. 2000, XP, Windows 10, vs. 98, ME, Vista.

Yeah that is why I wrote

Quite a bit has changed since XP as well, but I agree it’s an evolution.

The way I see it, look at how people are using computers, and the hardware evolution. Those two factors alone have a great effect on how the OSs has to keep up, and drive further, the evolution in those two areas.

So, I would wait for Windows 12 (which will typically fix all problems of Windows 11..)

It's framed as one so it is one. If you want to nitpick the definition (pun not intended...) If OS you might argue 7 was an evaluation of Vista and 10 of 8. But it's not really true.

Windows can have more changes between features updates than Android between major version updates sometimes. It's not really relevant anymore.

'New OS' isn't the right word, as they're all Windows OS.
A new Windows name means a massive change to the Windows OS.

Windows 2003 R2 (that’s a server OS in case anyone is wondering), was super stable for its time.

They skipped 9 because 8 was so bad and they wanted to get as far away from it as possible.
I wonder what people who type "u" instead of "you" do with all their free time.

The other theory I liked was that there were things that checked if the version started with 9, to check it for 95/98, and they were worried they would mess up windows 9.
