Of course it is more nuanced than that, but the windows model is to evolve and not to rebuild. There may be only a few bits of DOS left but that is because they all evolved away.
Some version changes were much more significant w/r/t architectural changes than others, e.g. 2000, XP, Windows 10, vs. 98, ME, Vista.

Unless 9 got scrapped because it was so bad, in which case we are due for another good one
They skipped 9 because 8 was so bad and they wanted to get as far away from it as possible.
