I've long said there ought to be a Kinnus Anash to stay in touch and strengthen hiskashrus, but Chabad cares about shluchim and outreach more than inreach.
These are elements of Chabad inreach, but they’re isolated bubbles and not necessarily a part of the tapestry.
Also, Tzivos Hashem does amazing inreach work, but they go 100 > 0 once elementary school is over. It isn’t their mandate, but there isn’t something as broad, comprehensive, and well-funded as their offering for Chabad teenagers.
