I’m very surprised. More than once I’ve called a local Chabad about a Minyan and the fellow was very happy that I did as we managed to arrange one where it’s not usually guaranteed. I’m going to go out on a limb here and assume he doesn’t speak for all shluchim.

Having been on the other side of those conversations, I understand where he's coming from, but I also would say he definitely doesn't speak for all shluchim. Keep in mind he's a shliach on campus. He probably doesn't have a daily minyan, and likely doesn't even have one on shabbos when school is out.

Ain kan makom l'harich, but I will say that many, many shluchim are overwhelmed (and even abused) by frum vacationers treating them like a concierge. These people have busy jobs, and communities to cater to, in addition to their family lives. Please keep that in mind, and be respectful of it, when dealing with them.

To be fair, there are some shluchim that rely on their "concierge" services to supplement their income/budget. So it's easy to understand why frum travelers have lumped them all together. I'm not defending it - I personally will only contact a shliach if they make it clear (website/advertising) that they offer food etc. in exchange  for remuneration.

This seems strange to me. In many of these places there can be a minyan on random days in the summer if there is a central place to track it.

These guys are in very different places, with very different jobs. You can't expect all of them to have the same issues, just like you can't expect all of them to provide the same services.

This particular guy is in the middle of nowhere. His life is students. When people call, his mind isn't trying to work out how to track if there's enough people to make a minyan. This isn't something he's trying to solve. His focus is elsewhere.

The good news is, you found a solution for him, and one that may even result in minyanim being arranged. Pitch this app to the main Chabad.org site to have the app embedded in each Chabad House page. I think virtually all shluchim would be happy to do it.

Asking a Shliach to "send a minyan of shomrei shabbos to your resort" is not the same as asking if there is a minyan.

As for the OP, my guess is his frustration is at the shock and horror people express when they hear there is no minyan, and it is quite common for people to then ask the Shliach to gather a minyan because, "you must know people." Mind you, this is not for a chiyuv or anything of the sort.

Every Chabad site I viewed has a "Synagogue" or " Shul Services" tab, with some basic information there.
I find it very helpful when there's a schedule clearly listed, or even just the words, sorry we do not have a daily Minyan, Shabos services only.
I don't think anybody would call if it's clearly spelled out.
The problem occurs when it says to call for minyan schedule, or that they have a seasonal Minyan without too much detail.
Or the main issue is, when it says, "new, our summer minyan runs from 07/01 5775... which makes you call in as well.

It's a thread full of complain and condescending disses at the frum traveler, yes many may take advantage of chabad, but c'mon if this is the way you feel... I consider that thread a chilul hashem.

What % of his clientele are tourists? Catering to tourists (no pun intended) could bankroll his local operations (happens a lot for Chabad rabbis in touristy places, maybe he should recognize those phone calls are an opportunity.
