You do need to pay as it's considered international. If you're using BA miles you can pay 10% in miles.

FYI, my infant fare from DPS-HKG in biz was a refundable fare.

And to clarify, it was booked w/ AA, and was a CX flight.

I haven't booked yet, is there a way around? I'm thinking that they shouldn't charge for the domestic legs, but don't know if that'll fly.

Infant doesn't need a ticket on a domestic flight.

I've seen reports that they'll give you a different price each time you call. You can HUCA a few times to price them out.
