After entering the number and selecting that you are not yet a member a registration form will pop-up. Register with that form to get the Silver status.

The "City" field is probably meant to be your home airport location

are u using the 6 digit MC number from DD? and did u open up a new account? i think if u follow the exact instructions on DD u should be getting silver.
