It's CY in Israel. The non CY in Israel are only אבקת חלב נכרי, arguably less חמור than regular חלב סתם. Also many (very good) parve flavors.

There aren't a lot of people who differentiate between the two (although I do know of one Rov who does)

FWIW, the Rabbanut in EY officially does not allow non CY at all. But they do allow non CY milk powder.

If it was a bigger software company or another type of software (e.g. messaging) I would think it might be related to china trying to force them to implement something, doesn't seem to be the case here.

Ice Cream is entitled to boycott whoever they want, as is software. Consumers have the same power. I think the anti BDS legislation is a big mistake and will end up biting us in the rear. We shouldn't want anyone being forced to sell ice cream just as we don't want to be forced to bake the cake.
