Yes, but when data on deaths lags by 2-4 weeks, you still get useful data during each wave, which can help guide responses. The way they are doing it now, the data is too convoluted to make any real use of until it's over and we're looking to see what went wrong.
ETA: Ultimately, deaths aren't a super helpful stat, so this isn't actually costing many lives, especially in FL where there is no response to waves, anyway. It's just a distasteful political maneuver.
