With a disclaimer about the title (if you don't know why, just ask @TimT to look up the reference). Is getting maftir (or at least trying to get it) throughout the 11 months only a minhag Chabad, or is it customary in other circles too?

Minhag Chabad? Lol, it's universal. Its brought down in רמ׳׳א יו׳׳ד סימן שע׳׳ו ס׳׳ד -ע"כ נהגו לומר על אב ואם קדיש בתרא י"ב חדש וכן נהגו להפטיר בנביא ולהתפלל ערבית במוצאי שבתות שהוא הזמן שחוזרין הנשמות לגיהנם וכשהבן מתפלל ומקדש ברבים פודה אביו ואמו מן הגיהנם
Of course not always so practical if you daven in a regular minyan where they give out maftir.
So no splitting of the minyan into two separate קריאת התורה, or a separate minyan for קריאת התורה before Davening, when more than one person needs maftir?
