Although T&C indicates that the order must be done in the Shipt app, I had no trouble getting free delivery on the Target website, as the email address on my Target account and Shipt account are the same. I even tried doing it with another card on file (not my Reserve) and it seems to have given me free delivery.

I'll report back if they bill me retroactively for the delivery.
