I am in a building with around 35 units. Over the past few weeks our packages and some other tenants packages are being stolen. We think it may be someone in the building since some personalized items were left at peoples doors with the box open a day or 2 after the tracking said delivered. Another tenant saw her package Shabbos Moring and when she went down Mozti Shabbos to get it, it was gone. If anyone has any ideas or an inexpensive way to track packages and figure out whos taking them I would greatly appreciate it. Unfortunately there is no camera in the mail room.

Is there a tenant who's usually home all day? (unemployed, retired, independently wealthy). Perhaps they can make regular trips to the mailroom and hold packages in their apartment, leaving a note for the tenant. You would have to get the tenants' permission, so visit each apartment with a sign-up sheet, to explain why you're doing this, and get permission of those who agree. You won't find out who took the packages, but what you really want is to make sure you get future packages, so this might work well enough.
I suppose that if there's just one person who doesn't agree, you might have found the culprit. But it's more likely that it's someone who doesn't actually live there. A visitor, relative, delivery person, etc.
