How to get a us birth certificate

Maybe someone could help.
My child was born in Israel I got a emergency passport but not a consular report of birth. Now I’m in the USA. Is there anyway to receive a birth certificate or consular report of birth in the USA or it has to be done out of the country?

It’s the same process to apply here or there, if you apply here, they will send it to the country where the child was born  for approval and issuance.

This is generally correct, but usually it's submitted at a consulate or Embassy. Where would that be done in the US?

Im trying to find the correct form on DOH website to change the name of my child for their birth certificate for a baby born outside NYC (one needs to send the info to albany).
I already have the court order but am having trouble locating the correct form. Has anyone been through the name change process and can advise?
I emailed doh vr dept and they have not responded in 2 months.

Update! After reaching out to Rita Joseph office, the city councilor for my area, they were able to get in touch with DoH and had the new birth certificates issued within 2 weeks.

It seems this is the new norm when dealing with paperwork to need to contact either the Congress or city councilor rep when there is no progress.

Maybe I should try this. I sent in the form almost 6 months ago and still no response. The department only responds to email and will only say it's "processing". Beyond ridiculous.
