They are called grey-market, not black-market, for a reason. Genuine keys being sold in a way that Microsoft did not intend yet cannot stop. The only nafka minah between this and cracked software is that cracked software can theoretically be shut down by Microsoft, but this cannot.

Not sure if that's really true, They can probably audit the organizations they sold the codes to an require an accounting of every code and shut down the ones sold against their T&CS I think they just have no interest. Just like they couldn't care less to post the windows download link publicly for anyone to download free, even though legally you are supposed to pay...

That is not at all the same thing. The resources required to slow it down would be immense and it is probably as impossible to stop as piracy. For all we know there may be tons of cases where they did enforcement action against places abusing the system.

With tab stops.

Select your text.
On the ruler at the top of the document, click the spot where you want the underlines to end, to add a tab stop over there. It will look like a funny shaped "L".
Now double click on the tab stop that was added, and under Leader, choose option 4 which is an underline. Click Set and then click Okay.
Now on the end of each line of text, press the TAB key to add a "tab" which will fill up the space until the tab stop, and it'll be underlined since you chose that option.

With Google Docs why do I keep getting back the same files I deleted. I must have deleted it 100 times and each time I come back it shows again in my account. It's happening with multiple files in multiple Google accounts.
  Before I start googling to no end. Wondering what I'm doing wrong. Or if an easy fix. Or only use a garbage account to open strangers and random files?

Maybe it's saved to a computer that is set to do a one way sync? Not sure if that's even possible but it is, it would make sense that that's the cause.
