I’m not sure what exactly is involved in taking care of utility bills but I would guess that a VA (virtual assistant) would be the way to go if you want something cheap. But you might want to give them some other simple tasks to keep them busy and fill their day.

Is there no way to automate these payments whether through custom software or even the utility companies if they have a auto pay feature?

Are these being billed back to the tenants? Bills for individual apartment or for entire buildings?

There are a number of options out there depending on what you are looking for such as @avromie7 's questions and more. Are these just simple tracking of AP bills and exporting to accounting software or are you looking for more than that?
