Looks like it’s for anyone on a 55+ (/senior) plan. Nothing to do with new lines.

Correct I guess I read it to fast.
You have to have one or the other and add the one you don't have. For example, if you have Home Internet already but not 55+, you must add a 55+ plan. If you have 55+ but not Home Internet, you must add Home Internet.
