Are there any really decent hotels (Waldorf, Ritz, Citadel category) in the vicinity of Meron/Tzfas/Teveria?
Don't care about food. Main concern is cleanliness and rooms/furniture not falling apart.

we love the Ruth in Tsfas (now run by Dan hotels), the rooms are clean though the basic ones probably aren't updated for 20 years (unless they were in the last 2). the rooms in the original building are funkier and have lots of charm, the views are great, and the pool is decent during the summer (not heated). going back this year for shabbos hagadol for the 3rd time. https://www.danhotels.com/NorthHotels/RuthZefatHotel the mashgiach happens to be an english speaker and very helpful.
that said, in tveria there are higher class places like the new david's harp and setai, and carmel forest spa (adults only) is supposed to be nice.

UBoutique in Teveria is very nice. Prices seem to have jumped since I was there 5 years ago.

Used to go there until around 5 years ago. The last two times I was there it was bad and worse. Rooms were falling apart. One of my room's door was broken and I physically blocked the door with furniture when I went to sleep.

Was it renovated since?

no clue (i assume not). were these rooms in the separate newer building or in the restored old building attached to the lobby? i find the ones in the old building are kept up slightly better.

yeah thats the newer building slightly cheaper beit gefen rooms https://www.danhotels.com/NorthHotels/RuthZefatHotel/Rooms#Beit-Rimon-Room they were nice when they did them 20 years ago, and i still expect they are clean but lots of wear.

If anybody is planing on staying at the Kempinski, I have titanium status and some credit to unload. Very good 2 cat upgrade into their 1 bedroom suite.

if u will shlep to haifa it seems a decent value, and i've enjoyed the clean/nice crowne plaza city center on low points in the past (25k) with mehadrin options in the attached mall downstairs.
