where and how would be the most forceful way to file a complaint against the Setai. 

The pool had missing tiles which caused the children to bleed on the bottom their feet; also cigarette butts all over, fridge  did not work, lights did not work in the pool etc..

we have pictures of all this.

I booked through chase portal using UR points with the Chase preferred rate etc....

To date I never met anyone who had a positive review about this hotel.

Anecdotally - I know someone who slipped in their spa and got injured pretty badly at his head. They rushed him to the hospital, paid for the bill and comped the stay

Th hotel itself did not seem to care much just said hope he feels well when they checked out

My experience in disputing any hotel issues with Chase is a waste of time. Chase almost always sides with the hotel regardless of issue.

so what's my best recourse?
we have pictures of bloody toes due to untiled flooring  in the pool, fridge did not work, lights in the pool were not working etc...  Room cost a fortune and tagged me for $450 more dollars for extra minors staying in the room!!! etc...
They can really get away with this? Does not sound right?

In the US they would immediately comp the whole stay probably

The most I ever received in Israel is 20% off.
I used to complain after the stay, and they would send me a voucher for a next stay, as if i would return. Then once I wrote to the GM during the stay and he proactively applied 20% to the stay  Now I don't bother complaining anymore

I don't know about Chase.

Personally I would email the pictures to the GM / hotel and tell them about your experience, which you will shortly share on social media. I don't think it will make a difference to them but worth a shot imho

Israel has very strict libel laws, so OP might want to double check if this is a good approach

so what option is there?  the hotel offered some really sub standard service such as missing tiles that cut the children's feet, fridge not working, cigarette buts all over, no light in the pool etc... I dont think these are so minor to just ignore?

why not send an email to the hotel and general chain and if not getting anywhere try chase? dont see any other option.

Anyone know the status of the new hotel going up next to the Leonardo Plaza Jlem (and if it is noisy by the plaza bc of it)? google maps hasnt updated in israel in a long time...

I sent emails to the hotel they are being ignored like a lot of other things in Israel

thanks tried that as well  but still no response from anybody as of today! Not from the hotel, jordache or chase 

should I email chase upper level management any recommended emails address to send to for this type of dispute?

yes King solomon jerusalem (sorry). seems like they renovated a bit, not sure if they renovated all rooms. but key is whether shabbos meals are near plaza level or at least above kings level.

(I'm Nogaiah bedaver but)
Meals are one flight down from lobby. It may be possible to walk out of hotel and around to come in to the dining room at ground level at the back of the hotel (there are doors there, just never seen them open).
The rooms the renovated from lower floors up I believe. Not sure what they are up to now haven't been there in awhile. Food is delicious but not your classic askenazic fare, more safaridi.
