Does anybody have any recommendations of a cheap talk and text only plan I can get for my son? I had sprint (overpaid) but they discontinued the network.

Right. I forgot the is a setting in gv to have the registered phone number logged in automatically. Otherwise you need to first go in as if you were listening to voicemail.

If you were on Sprint, and that they now merged with Tmobile just go with Tello for $8 Talk and text with international calling to almost every country for free.

You need to go to Legacy Voice and then go to the phone number's advanced settings.

Just a pointer; if you have an obi device for your home phone, you should set this up on a different Google voice number, otherwise you won't be able to call home.
