Light trucks are defined as SUVs, pickups, and Minivans? There's no chance you can take all of these off the roads. Even if it was hypothetically legislated going forward that manufacturers can't make/sell these in the US (also unrealistic), the secondhand market would keep them going for decades. The industry would also introduce crossover-like alternatives (or potentially larger vehicles like vans) that will technically be legal but might not decrease pedestrian death rates, and might even increase them.
With 100k death rates over the same time period, I'm not sure a relatively modest decrease of 8,100 justifies such drastic measures. There are likely other factors at play that can be targeted, that would require much less adjustment and yield better results.
