Advice re Israel & United not refunding flights

Hi, so bit of a logistical question.  I had purchased a non-refundable business class ticket on United to TLV for this Sunday, Dec 5 for a wedding.  I also purchased a John Hancock Travelers Insurance plan (Silver Plan with Cancel for Any Reason).  With the borders now being closed, I reached out to United but thus far they say they have no plans to cancel the flight.  Current status is Platinum.

My ideal would be to get a refund on the flight and then cancel my travelers insurance plan, saving me an additional $650 (I believe I have another few days to do so).  But United airlines states that unless I cancel my flight they cannot submit a refund request, and a risk being stuck with a travel voucher (with no travel plans in the near future).

Any thoughts?  Should I wait until the day of the flight and then cancel/request a refund, or cancel now and try to trigger my travelers insurance plan, hoping one of them will give me at least a partial refund?
