He wants to make a statement, it's not the time for business as usual, he's a commander in chief in middle of a brutal war who just took a brief pause, but this is way overboard imo.

No one goes to meet the President of the world superpower who is funding you and keeping you alive with a green shirt. We get he wants to make statement, but this is not the place for it. That works when he is in Ukraine in the war zone and wants to look like he is in the trenches, but not for foreign visits to dignitaries.
