Yes, I believe so. Mine was blocked by TAG and I was able to install an email app. But you'll need to use ADB.

Was your phone blocked with techloq or another filter? it doesnt seem to allow new apps to be downloaded with a techloq filter on the phone.

I'm honestly not sure. TAG asked me when I filtered it if I want email, and at the time I said no. When I click on the default email app or the browser it just doesn't respond. But I was able to install apps through Apps4flip.

You can certainly uninstall if using ADB.
