I think I was once told that the rental car company would then have to fill out paperwork as if they were importing the car to the US from Canada.

I've rented from budget before, no paperwork, nothing different than a regular rental.

I know the same applies to other companies
Make stuff happen.

One trick I found with this that works on the West Coast at least is to try returning the car to a station right across the border. Then immediately rent a new car from that same station for the rest of your trip. The rental car companies can't keep foreign cars in country indefinitely and have to repatriate them, so if you make that a 10 mile drive instead of a 300 mile drive they at least have the ability to pass some of those savings on, although not all do.

Looking to rent from BUF to YYZ.
No rental companies officially allow it.
Is there any way around?

You can buy a National code  and book a 1 day rental for BUF returning in BUF and then just return in YYZ. Done it many times between US/Canada and was never charged more.

You can buy a code here: https://forums.dansdeals.com/index.php?topic=42320.new;topicseen#new
